Homes on the Hill’s Kirwan Institute Study

A report by Ohio State University researchers suggests that efforts to boost housing in Columbus’ Hilltop neighborhood should focus not just on the poorest and most blighted areas, but also on those closer to the tipping point.

The Kirwan Institute for the Study of Race and Ethnicity’s “Housing in the Hilltop” report says money should be invested in relatively strong areas where it could help restore the private market.

“We realize we have limited resources and that every neighborhood is trying to do more with less,” said Jillian Olinger, a Kirwan Institute public-policy-and-planning analyst who helped prepare the study.
